రాష్ట్రంలో ఇకపై ఉపాధ్యాయ అర్హత పరీక్ష (టెట్)నూ ఆన్‌లైన్‌లో నిర్వహించాలని విద్యాశాఖ నిర్ణయించింది. ఇప్పటికే డీఈఈసెట్‌ను ఆన్‌లైన్‌లో నిర్వహిస్తున్న విద్యా శాఖ భవిష్యత్తులో టెట్‌నూ ఆన్‌లైన్‌లో నిర్వహించేందుకు చర్యలు చేపడుతోంది. దీనిలో భాగంగా విద్యా శాఖ పంపించిన ప్రతిపాదనలకు ప్రభుత్వం ఆమోదం తెలిపింది. అయితే టెట్ నోటిఫికేషన్ ఎప్పుడు జారీ చేయాలి? టెట్ ఎప్పుడు నిర్వహించాలన్న దానిపై నిర్ణయం తీసుకోలేదు. దీనిపై ఉన్నత స్థాయిలో చర్చించాకే ప్రభుత్వం తీసుకునే నిర్ణయం మేరకు తదుపరి చర్యలు చేపట్టాలని విద్యా శాఖ అభిప్రాయానికి వచ్చింది. సాధారణంగా ఏటా 2సార్లు టెట్ నిర్వహించేలా ప్రభుత్వం ఉత్తర్వులు జారీ చేసినా ఆచరణలో అవి అమలు కావడం లేదు. 2010లో అమల్లోకి వచ్చినప్పటి నుంచి ఇప్పటివరకు టెట్‌ను 6సార్లు నిర్వహించారు. ఉమ్మడి రాష్ట్రంలో 4 సార్లు, తెలంగాణ వచ్చాక 2 సార్లు టెట్‌ను నిర్వహించారు. అయితే మొదటి, రెండో టెట్‌కు ఉన్న ఏడేళ్ల వ్యాలిడిటీ ప్రస్తుతం ముగిసిపోయింది. ఈ నేపథ్యంలో మళ్లీ ఉపాధ్యాయ నోటిఫికేషన్లు జారీ అయితే కష్టం అవుతుందన్న ఉద్దేశంతో టెట్ నిర్వహించాలని నిరుద్యోగులు ఎప్పటి నుంచో డిమాండ్‌ చేస్తున్నారు. దీంతో గతేడాదే విద్యా శాఖ ప్రభుత్వానికి ప్రతిపాదనలను పంపింది. కానీ ప్రభుత్వం నిర్ణయం తీసుకోలేదు. ఈ ఏడాది మొదట్లోనే టెట్ తేదీలతోపాటు, ఆన్‌లైన్‌లో టెట్ నిర్వహించేందుకు అనుమతి కోరుతూ ప్రతిపాదనలను పంపింది. అయితే ఆన్‌లైన్‌లో నిర్వహణకు ఓకే చెప్పిన ప్రభుత్వం టెట్ నిర్వహణ సమయంపై మాత్రం ఉన్నత స్థాయిలో చర్చించాకే నిర్ణయం ప్రకటించాలన్న ఆలోచనకు వచ్చింది.*
సుప్రీంకోర్టు తీర్పు నేపథ్యంలో
సెకండరీ గ్రేడ్‌ టీచర్స్‌ (ఎస్జీటీ) పోస్టులకు బ్యాచిలర్‌ ఆఫ్‌ ఎడ్యుకేషన్‌ (బీఎడ్‌) పూర్తి చేసిన విద్యా ర్థులు కూడా అర్హులేనని సుప్రీంకోర్టు తీర్పు ఇచ్చింది. దీంతో జాతీయ ఉపాధ్యాయ విద్యా మండలి (ఎన్సీటీఈ) 2018 జూలైలోనే గెజిట్‌ నోటిఫికేషన్ జారీ చేసింది. ఎస్జీటీ పోస్టులకు ఎంపికైన వారు మాత్రం ప్రాథమిక విద్యలో బోధనపై 6 నెలల ఇండక్షన్‌ ట్రైనింగ్‌ చేయాల్సి ఉంటుందని అందులో పేర్కొంది. ఈ మేరకు సెంట్రల్‌ టెట్‌లో ఆ అవకాశం కల్పించి నోటిఫికేషన్‌ను జారీ చేసింది. అయితే రాష్ట్ర టెట్‌లోనూ ఆ అర్హతను చేర్చుతూ టెట్ రూల్స్‌కు సవరణలు చేయాల్సి ఉంది. ప్రస్తుతం వాటికి కూడా ప్రభుత్వం అంగీకారం తెలిపినట్లు తెలిసింది. మరోవైపు ఫైనలియర్‌ చదువుతున్న వారు కాకుండా, ఉపాధ్యాయ శిక్షణ పూర్తి చేసిన వారు మాత్రమే టెట్ రాసేలా నిబంధనను విద్యా శాఖ ప్రతిపాదించినట్లు తెలిసింది. దీనిపై ఇంకా తుది నిర్ణయం తీసుకోవాల్సి ఉంది.

Telangana Teacher Eligibility Test 2019 Eligibility Criteria:
The candidates at the time of applying for TS-TET 2019 should be in possession of the minimum qualifications prescribed for a teacher for I to V classes (Paper-I) and VI to VIII classes (Paper-II) as given in Information Bulletin.
Minimum qualifications for TS-TET 2019 PAPER-I (CLASSES I TO V):
Intermediate / Senior Secondary (or its equivalent) with at least 50% marks (45% for SC/ ST/ BC/ Differently abled candidates) OR passed in 2 years Diploma in Elementary Education / 4-year Bachelor of Elementary Education (B.El.Ed.) / 2 – year Diploma in Education (Special Education). Candidates passed ) Intermediate / Senior Secondary (or its equivalent) with at least 45% marks (40% for SC/ST/BC/Differently abled candidates) and pass in 2 year Diploma in Elementary Education / 4-year Bachelor of Elementary Education (B.El.Ed.) / 2 year Diploma in Education (Special Education) in case of the candidates who have passed or admitted to D.El.Ed / D.Ed. course prior to issue of these guidelines can also apply for TSTET 2019.
Minimum qualifications for TS-TET 2019 PAPER-II (CLASSES VI TO VIII): B.A./B.Sc./B.Com., with at least 50% marks (45% for SC/ST/BC/Differently abled candidates) and pass in Bachelor of Education (B.Ed) course / Bachelor of Education (B.Ed -Special Education). Candidate pass 4-year B.A.Ed/B.Sc.Ed., with at least 50% marks (45% for SC/ST/BC/Differently abled candidates) OR passed Graduation with language concerned as one of the optional subjects OR Bachelor of oriental language (or its equivalent) OR Graduation in literature OR Post Graduation in language concerned AND Language Pandit Training Certificate/B.Ed with language concerned as one of the Methodologies, in respect of Language Teachers can also apply for TSTET 2019.
The candidates who are pursuing final year of any of the Teacher Education Courses recognized by the NCTE or the RCI, as the case may be, and / or the Language Pandit Training Courses can also appear for the First TS-TET 2019.
How to apply for Telangana Teacher Eligibility Test 2019:
Eligible Candidates can only through TS-TET website http://tstet.cgg.gov.in. Submit the application fee of Rs.200.00 per paper I or paper II or both through TS Online or Payment Gateway centers for submission of application Online.
There will be two papers of the TET, Paper-I will be for a person who intends to be a teacher for Classes I to V, Paper-II will be for a person who intends to be a teacher for Classes VI to VIII. A person who intends to be a teacher either for classes I to V or for classes VI to VIII shall have to appear for both papers (Paper I and Paper II) (if eligible).
TS Teacher Eligibility Test 2019 Exam pattern and Syllabus:
Paper- I will consist of 150 Multiple Choice Questions (MCQs) of 150 marks.
Duration of Examination will be 2 hours and 30 minutes.

Examination Centers for TS-TET 2019:
TS-TET shall be conducted in all the 31 Districts of the State. Candidate can choose any Examination Centre (District) of his choice. However, when the capacity of any particular Examination Centre (District) gets exhausted, that particular Examination Centre (District) will not be displayed in the list of examination centres given in the Online application form. In such case the candidate has to choose the Examination Centre (District) of his/her choice from the remaining list available.

ఎంసెట్, ఐసెట్ వంటి పలు ప్రవేశపరీక్షల తరహాలోనే టీఎస్ టెట్‌ను కూడా ఇక నుంచి కంప్యూటర్ బేస్డ్ పరీక్ష (సీబీటీ)గా నిర్వహించాలని విద్యాశాఖ నిర్ణయించినట్టు ఆ శాఖ కార్యదర్శి బీ జనార్దన్‌రెడ్డి తెలిపారు. గురువారం ఆయన సచివాలయంలో మీడియాతో మాట్లాడుతూ.. టెట్‌ను సీబీటీలో నిర్వహించేందుకు ఏర్పాట్లు కొనసాగుతున్నాయని చెప్పారు. ఇప్పటికే పాఠశాల విద్యాశాఖ నుంచి ప్రభుత్వానికి ప్రతిపాదనలు వెళ్లగా సీబీటీలో పరీక్షల నిర్వహణకు అనుమతి లభించిందని, దా దాపు రెండులక్షలకు పైగా అభ్యర్థులు దరఖాస్తు చేసుకునే టీఎస్ టెట్ పరీక్షలను సీబీటీ పద్ధతిలో నిర్వహించడం సులభం గా, పారదర్శకంగా ఉంటుందని అధికారులు తెలిపారు. టెట్ నోటిఫికేషన్ ఎప్పు డు ఇవ్వాలనే అంశంపై రాష్ట్ర ప్రభుత్వం నుంచి స్పష్టత రావాల్సి ఉందని, ఆ వెం టనే టెట్ నోటిఫికేషన్ జారీకి చర్యలు తీసుకుంటామన్నారు. పేపర్-1కు బీఈడీ అభ్యర్థులకు అవకాశం బీఈడీ అభ్యర్థులను ఎస్జీటీ పోస్టులకు అర్హత కల్పిస్తూ జాతీయ ఉపాధ్యాయ విద్యామండలి (ఎన్సీటీఈ) తీసుకున్న నిర్ణయాన్ని రాష్ట్ర ప్రభుత్వం అమలు చే యనున్నదని విద్యాశాఖ అధికారులు తె లిపారు. అందులో భాగంగా టెట్‌లో ఇ క నుంచి బీఈడీ వారికీ పేపర్-1 పరీక్షలకు హాజరయ్యే అవకాశం కల్పించింది.
A. Weightage for TS-TET Scores in "TS TRT": 20% weightage will be given to TS-TET scores in the ensuing Teacher Recruitment of the State Government i.e., 20% weightage is for TS-TET score and 80% weightage for written test in Teacher Recruitment Test (TRT).
B. Final Year Students can also write the TS TET 2019: Candidates pursuing final year of the D.Ed./ B.Ed. / Language Pandit or equivalent qualifications courses with requisite percentage of marks obtained are also appear the TS TET
Online applications are invited from the eligible candidates who intend to be teachers for classes I to VIII in schools in Telangana State for appearance in the Telangana Teacher Eligibility Test (TS-TET-2019) to be conducted by Department of School Education, Government of Telangana State on 23rd July 2019 in all 31 Districts of the State.
In accordance with the provisions of sub section (1) of section 23 of the Right to Education Act (RTE), 2009, the National Council for Teacher Education (NCTE) had vide it’s Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher for classes I to VIII. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that she/he should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE. Accordingly, Government of Telangana State has issued guidelines for conducting Teacher Eligibility Test in Telangana State vide G.O cited in the reference above.
All candidates who possess D.Ed./ B.Ed. / Language Pandit or equivalent qualifications and candidates pursuing final year of the said courses with requisite percentage of marks obtained as given in the Information Bulletin of TS-TET-2019 and who aspire to become teachers for classes I to VIII in the schools of the State Government, Mandal Parishad, Zilla Parishad Schools, Private Aided Schools and Private unaided schools in Telangana State can appear for TS-TET. The candidates who did not qualify in the 1st, 2nd and 3rd and 4th APTETs and 1st TS-TET 2019 can also apply for the TS-TET-2019. Further, the candidates who got qualified in the earlier TETs can also apply for TS-TET-2019 if they desire improvement over their previous TET score.

The TS-TET-2019 will be conducted in 2 papers viz. Paper-I & Paper-II. The candidates who intend to be teachers for classes I to V have to appear for Paper-I and the candidates intend to be teachers for classes VI to VIII have to appear for Paper-II. The candidates who intend to be teachers for all classes from I to VIII can appear for both papers, Paper-I and Paper-II.
The candidates at the time of applying for TS-TET 2019 should be in possession of the minimum qualifications prescribed for a teacher for I to V classes (Paper-I) and VI to VIII classes (Paper-II) as given in Information Bulletin.
Minimum qualifications for TS-TET 2019 PAPER-I (CLASSES I TO V):
Intermediate / Senior Secondary (or its equivalent) with at least 50% marks (45% for SC/ ST/ BC/ Differently abled candidates) OR passed in 2 years Diploma in Elementary Education / 4-year Bachelor of Elementary Education (B.El.Ed.) / 2 – year Diploma in Education (Special Education). Candidates passed ) Intermediate / Senior Secondary (or its equivalent) with at least 45% marks (40% for SC/ST/BC/Differently abled candidates) and pass in 2 year Diploma in Elementary Education / 4-year Bachelor of Elementary Education (B.El.Ed.) / 2 year Diploma in Education (Special Education) in case of the candidates who have passed or admitted to D.El.Ed / D.Ed. course prior to issue of these guidelines can also apply for TSTET 2019.
Minimum qualifications for TS-TET 2019 PAPER-II (CLASSES VI TO VIII): B.A./B.Sc./B.Com., with at least 50% marks (45% for SC/ST/BC/Differently abled candidates) and pass in Bachelor of Education (B.Ed) course / Bachelor of Education (B.Ed -Special Education). Candidate pass 4-year B.A.Ed/B.Sc.Ed., with at least 50% marks (45% for SC/ST/BC/Differently abled candidates) OR passed Graduation with language concerned as one of the optional subjects OR Bachelor of oriental language (or its equivalent) OR Graduation in literature OR Post Graduation in language concerned AND Language Pandit Training Certificate/B.Ed with language concerned as one of the Methodologies, in respect of Language Teachers can also apply for TSTET 2019.
The candidates who are pursuing final year of any of the Teacher Education Courses recognized by the NCTE or the RCI, as the case may be, and / or the Language Pandit Training Courses can also appear for the First TS-TET 2019.
How to apply for Telangana Teacher Eligibility Test 2019:
Eligible Candidates can only through TS-TET website http://tstet.cgg.gov.in. Submit the application fee of Rs.200.00 per paper I or paper II or both through TS Online or Payment Gateway centers for submission of application Online.
There will be two papers of the TET, Paper-I will be for a person who intends to be a teacher for Classes I to V, Paper-II will be for a person who intends to be a teacher for Classes VI to VIII. A person who intends to be a teacher either for classes I to V or for classes VI to VIII shall have to appear for both papers (Paper I and Paper II) (if eligible).

Duration of Examination will be 2 hours and 30 minutes.

Date and Timings of TS-TET 2019:
TS-TET-2019 will be conducted on 23rd July 2019 (Sunday) in all the 31Districts of the State. The duration and timings of the test are given below:
Paper-I: 9.30 am to 12.00 noon (duration 2 ½ hours) Paper-II: 2.30 pm to 5.00 pm (duration 2 ½ hours)
TS-TET shall be conducted in all the 31 Districts of the State. Candidate can choose any Examination Centre (District) of his choice. However, when the capacity of any particular Examination Centre (District) gets exhausted, that particular Examination Centre (District) will not be displayed in the list of examination centres given in the Online application form. In such case the candidate has to choose the Examination Centre (District) of his/her choice from the remaining list available.
Validity period of TET Certificate / Marks Memo:
TS-TET Certificate / Marks Memo shall be valid for a period of 7 years from the date of TET examination in accordance with NCTE Guidelines.
Weightage for TS-TET Scores in selection in District Selection Committee (DSC) Recruitments:
20% weightage will be given to TS-TET scores in the ensuing Teacher Recruitment of the State Government i.e., 20% weightage is for TS-TET score and 80% weightage for written test in Teacher Recruitment Test (TRT).
Storage of examination material:
The examination related material will be preserved for six months from the date of examination and no application in this regard will be entertained beyond this period.
Exemption from passing TS-TET:
Teachers who were appointed before NCTE notification, dated 23.08.2010 on selection by District Selection Committee or by competent authority in Govt. / Local Authority as per Recruitment rules prevalent at that time are exempted from appearing TET Exam. However, teachers working in private schools whose appointments were not approved by competent authority in Government are not exempted from passing TET. Such teachers of private unaided schools can also appear TET conducted by either state Government or Central Government. Teachers working in private aided schools whose appointment is not approved by the competent authority should invariably pass TS-TET only.
